The Third International Conference of Pioneering Computer Scientists, Engineers and Educators (ICPCSEE, originally ICYCSEE) 2017(http://2017.icpcsee.org) will be held in Changsha, China, Sept 22-24 2017,hosted by Central South University and Computer Education Committee Hunan Higher Education Federation. ICPCSEE 2017 is planned to publish the proceedings with Springer in their Communications in Computer and Information Science series (final approval pending), which will be indexed by EI Compendex according to previous experience of Springer. The program committee will recommend some high-quality papers to international journals including:

Paper Submission
Papers submitted to the conference should be in English. Authors should submit papers reporting original work that are currently not under review or published elsewhere. Papers submitted to the conference should be in the LNCS/CCIS one-column page format following Springer's manuscript submission guideline: http://www.springer.de/comp/lncs/authors.html. Papers in research, industry and education track must not exceed 15 pages. Papers in demo track must not exceed 6 pages.
Accepted papers will be published by Springer in the Communications in Computer and Information Science (CCIS) series (final approval pending), and will be indexed by EI Compendex according to previous experience of Springer.
The program committee will also recommend some outstanding papers to Journal of Zhejiang University (SCI journal) ,Frontiers of Computer Science (SCI journal),Chinese of Journal Electronics (SCI journal),Journal of Central South University(SCI journal), Journal of Computer Science and Technology(SCI journal) or Interdisciplinary Sciences-- Computational Life Sciences(SCI journal). These SCI journals will organize a second round review. The final accepted papers will be published in a special issue of our conference. If you do not want your paper to be published in CCIS, you can ONLY submit your paper to the SCI journals, i.e. Journal of Zhejiang University, Frontiers of Computer Science ,Chinese of Journal Electronics, Journal of Central South University , Journal of Computer Science and Technology and Interdisciplinary Sciences-- Computational Life Sciences. The paper should follow Journal of Zhejiang University manuscript submission guideline (http://www.zju.edu.cn/jzus/manuscript.php) or Guide for Authors of Chinese of Journal Electronics and Frontiers of Computer Science.
The program committee will also recommend some high-quality papers to some EI-indexed international journals including International Journal of Computational Science and Engineering (IJCSE) (http://www.inderscience.com/jhome.php?jcode=ijcse),International Journal of Embedded Systems (IJES) (http://www.inderscience.com/jhome.php?jcode=ijes) and International Journal of High Performance Computing and Networking (IJHPCN) (http://www.inderscience.com/jhome.php?jcode=ijhpcn).
Submission Information
Papers will be double-blindly reviewed without the authors' names and affiliations included. Furthermore, self-references that reveal the author's identity, e.g., "We previously showed (Smith, 1991) ...", must be avoided. Instead, use citations such as "Smith (1991) previously showed ...". Papers thatdo not conform to these requirements will be rejected without review.
